Sultan is the one who is running this human trafficking business and exporting girls.
Bhavya has dual motive to end Sultan’s chapter one is her entire family got killed by Sultan and second s human trafficking case.
Thus, Rudra and Bhavya have anyways teamed up to expose Sultan.
Rudra have already agreed to sell Bhavya to Bajrangi so that they can meet Sultan.
